Taiwan's cosmetics industry faces significant regulatory changes, with 150,000 cosmetic products required to complete PIF establishment by July 2026, but professional services are severely insufficient and international testing companies have delivery times of up to 6 months. This project aims to build Taiwan's leading cosmetics compliance service brand, integrating PIF establishment, ingredient optimization and value-added services, and efficacy safety testing services. Core advantages include: an established database of 6,000 ingredient toxicology entries (expanding to 15,000 within three years), a proprietary automated PIF report generation system that reduces delivery time to 6 days, achieving 30x efficiency improvement compared to the industry; combined with National Tainan University of Nursing and Health Sciences' professional background, Principal Investigator Professor Hsu Chao-Cheng has 259 industry-academia collaboration cases with accumulated collaboration funds of NT$61.69 million and extensive industry-government-academia networks. Service products include PIF establishment (NT$30,000/case, 33% profit margin), ingredient optimization and value-added services (NT$1 million/case, 25% profit margin), and efficacy safety assessment (NT$100,000/case, 30% profit margin). The development strategy adopts a three-phase approach: meeting Taiwan's compliance needs, establishing market leadership, and expanding to international markets. Through official website and social media promotion, bulk discount programs, and partnerships with certification institutions, we form a one-stop vertical integration service ecosystem.
